National Security

As Vice-Chairman of the House Armed Services Committee, I am committed to insuring that the men and women in our military have the necessary resources to protect our nation. As the Chairman of the Tactical Air and Land Forces Subcommittee, I directly oversee $80 billion in defense spending on some of our most critical weapons systems.

During my 18 years in Congress, I have championed the issues of improving military housing, developing an effective missile defense system and improving our most cutting-edge aerospace projects such as the V-22 Osprey built in Ridley Park, Pennsylvania.

I have led the effort to engage our former Cold War enemy in reducing the proliferation of weapons of mass destruction (WMD) and eliminating stockpiles of the world’s deadliest weapons. I have continuously worked with my counterparts in the Russian government to establish a new pilot program to expand current cooperative threat reduction (CTR) programs to enhance and reform the security of Russian WMD sites. With the support of Under Secretary of State for Arms Control and International Security John Bolton, Russian President Vladimir Putin and senior Russian military contractors, alleviating the tremendous financial burden the U.S. currently assumes on these projects.

I have included language in the National Defense Authorization Act for Fiscal Year 2005 to establish a Commission on Nuclear Strategy of the United States to assess the United States’ strategic nuclear policy. I also proposed to create a permanent commission to assess the threat to the United States from an electromagnetic pulse (EMP) attack.
