U.S. Sen. Dick Lugar made the following statement on the announcement of Secretary Rumsfeld’s resignation and President Bush’s nomination of Dr. Robert M. Gates to succeed him:

The Senate also approved Geneva Protocol III (the Protocol Additional to the Geneva Conventions of 12 August 1949, and relating to the Adoption of an Additional Distinctive Emblem).
