This hearing is intended to track the overall progress of the programs on the Government Accountability Office’s high-risk list. In addition, the hearing will also discuss whether a proposal to create a Chief Management Officer at the Departments of Homeland Security and Defense would foster a culture of accountability necessary for improved high-risk program performance.
