Senator Leahy was also the chief Senate sponsor and Chairman of the Conference Committee of the Justice Department Authorization bill which included money to fund more Boys and Girls Clubs nationwide and in Vermont, money to combat terrorism, funding to improve the FBI, and establishes a crime-free rural states grant program to help rural states prevent and reduce violence, crime, and drug abuse.  Press Release on the Dept. of Justice Authorization bill.

Senator Leahy led Senate negotiations with the Bush Administration in writing the anti-terrorism bill and headed efforts to win Senate and congressional approval of the bill, which has been signed into law as the USA PATRIOT Act, Public Law 107-56. 

Senator Leahy initiated many amendments, including leading the effort to draft provisions of the 2002 Senate passed farm bill related to dairy support and nutrition efforts.
